<p><span style="FONT-SIZE: 14pt; COLOR: red; FONT-FAMILY: 宋体">&nbsp;&nbsp;&nbsp; 据俄罗斯媒体日前报道，俄罗斯联邦反垄断局将在近期对俄罗斯卢克石油公司、俄罗斯天然气工业石油公司、俄罗斯石油公司以及俄罗斯<span>TNK-BP</span>公司曾经的&ldquo;高价垄断行为&rdquo;，处以数亿卢布的罚款制裁。<span></span></span></p>
<p><span style="FONT-SIZE: 14pt; FONT-FAMILY: 宋体">&nbsp;&nbsp;&nbsp; 原因在于这些处于垄断地位的石油公司，&ldquo;滥用在市场上占主导地位的优势&rdquo;，在今年年初世界原油价格降低之时并没有及时对自己的石油产品进行降价。<span></span></span></p>

<p><span style="FONT-SIZE: 14pt; FONT-FAMILY: 宋体">&nbsp;&nbsp;&nbsp; 当时俄罗斯联邦反垄断机构宣布，要分别对俄罗斯石油公司、俄罗斯天然气工业石油公司以及卢克石油公司，罚款<span>15</span>亿卢布、<span>13.5</span>亿卢布和<span>14.4</span>亿卢布。<span></span></span></p>

<p><span style="FONT-SIZE: 14pt; COLOR: red; FONT-FAMILY: 宋体">&nbsp;&nbsp;&nbsp; 反观我国，石油垄断企业不仅没受到&ldquo;不同步降价&rdquo;的巨额制裁，反而在国际油价稍有&ldquo;风吹草动的上涨苗头&rdquo;之际，便坦然地大幅拔高油价！全然无视此举会把稍有起色的国民经济重新推回灰色地带的可能！<span></span></span></p>
<p><span style="FONT-SIZE: 14pt; FONT-FAMILY: 宋体">&nbsp;&nbsp;&nbsp; 看重自身利益的石油垄断企业置其他行业的发展前景于不顾，此前一直在摇旗呐喊鼓吹涨价！<span></span></span></p>
<p><span style="FONT-SIZE: 14pt; FONT-FAMILY: 宋体">仅仅因今年前<span>5</span>个月已经收获的数千亿利润比去年同期下降，就便成了又一次游说政府涨价的冲动：<span></span></span></p>

<p><span style="FONT-SIZE: 14pt; COLOR: red; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">&nbsp;&nbsp;&nbsp; 据俄罗斯媒体报道，俄罗斯工业能源部决定停止接受工业组装汽车的申请，以避免那些与俄罗斯工业能源部签订了&ldquo;工业组装&rdquo;协议并在俄罗斯展开&ldquo;工业组装&rdquo;的外国汽车公司，失去汽车零部件&ldquo;本地化&rdquo;的自然经济推动力。<span></span></span></p>
<p><span style="FONT-SIZE: 14pt; COLOR: red; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">&nbsp;&nbsp;&nbsp; 但是对于汽车零部件的在俄&ldquo;工业组装&rdquo;，俄罗斯工业能源部还是表示支持。俄罗斯工业能源部部长维克多&middot;赫里斯坚科在会见&ldquo;福特欧洲公司&rdquo;的总经理时指出，有关在俄&ldquo;工业组装&rdquo;汽车零部件的协议仍将可以继续签署。<span></span></span></p>
<p><span style="FONT-SIZE: 14pt; COLOR: black; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">&nbsp;&nbsp;&nbsp; 俄罗斯&ldquo;工业组装&rdquo;政策是<span>2005</span>年<span>3</span>月<span>29</span>日推出的。当时俄罗斯政府批准了第<span>166</span>号《有关修改俄罗斯联邦用于工业组装的汽车零配件海关关税》的政府决议，提出国外汽车生产商在&ldquo;工业组装&rdquo;框架内签订投资生产协议是近期内国家发展汽车工业的优先方向和基本方式。俄汽车工业政策将从以往对本土汽车企业的保护向对汽车合资企业的优惠调整。俄政府致力于将汽车进口转变为在俄罗斯建立全套组装生产流水线，希望通过各种措施，限制外国汽车进口，使进口汽车数量在<span>2010</span>年前稳定在每年<span>40</span>～<span>50</span>万辆的水平，同时扩大国内工业组装汽车产量，提高到每年<span>100</span>～<span>110</span>万辆的水平，以逐步实现俄产汽车对进口汽车的替代。<span></span></span></p>
<p><span style="FONT-SIZE: 14pt; COLOR: black; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">&nbsp;&nbsp;&nbsp; 但俄罗斯政府于<span>2007</span>年<span>9</span>月<span>15</span>日起停止了受理&ldquo;工业组装&rdquo;申请，认为继续受理外国汽车公司&ldquo;在俄展开工业组装&rdquo;的申请，不符合俄争取加入<span>WTO</span>的要求。<span></span></span></p>
<p><span style="FONT-SIZE: 14pt; COLOR: black; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">&nbsp;&nbsp;&nbsp; 2008</span><span style="FONT-SIZE: 14pt; COLOR: black; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">年<span>6</span>月俄罗斯政府宣布，由于俄罗斯加入<span>WTO</span>的时间不确定，决定重启汽车或汽车零部件&ldquo;工业组装&rdquo;审批机制。俄罗斯经济发展与贸易部投资司司长表示，先前签订了备忘录的企业，签订&ldquo;工业组装&rdquo;协议的最后期限将延长至<span>2009</span>年年底。<span></span></span></p>
<p><span style="FONT-SIZE: 14pt; COLOR: red; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">&nbsp;&nbsp;&nbsp; 专家指出，俄罗斯工业能源部停止接受外国汽车公司在俄&ldquo;工业组装&rdquo;汽车的申请，反映了俄罗斯政府对俄罗斯车市近期的发展不抱乐观，甚至比较悲观！因此想尽量稳定俄罗斯境内汽车制造商的正常生产，并力争顺利推进相关汽车零部件在俄罗斯的&ldquo;本地化&rdquo;。<span></span></span></p>

<p><span style="FONT-SIZE: 14pt; COLOR: black; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">&nbsp;&nbsp;&nbsp; 而德国车市还是保住了欧洲第一大车市的称号，<span>5</span>月份售出汽车<span>38.5</span>万辆，同比增长<span>39.7</span>％。法国、意大利在此期间分别售出<span>21</span>万辆和<span>19</span>万辆，同比增幅为<span>11.8</span>％和－<span>8.6</span>％。俄罗斯只售出不到<span>12</span>万辆，同比负增长<span>58</span>％。<span></span></span></p>
<p><span style="FONT-SIZE: 14pt; COLOR: black; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">&nbsp;&nbsp;&nbsp; 德国和法国车市的增长，归功于两国政府颁布了激发消费者购车欲望的促进措施。比如，德国居民在车辆以旧换新时能获得<span>2500</span>欧元的补贴。而法国也实施了类似政策，只不过车主在以旧换新时只能得到<span>1000</span>欧元的补贴。英国在此方面的补贴则为<span>2000</span>英镑（约合<span>3300</span>美元）。<span></span></span></p>

<p><span style="FONT-SIZE: 14pt; COLOR: black; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">&nbsp;&nbsp;&nbsp; 为了拯救不断缩水的本国汽车市场，俄罗斯政府此前还推行了购车贷款补贴政策，计划在<span>3</span>年内投入<span>60</span>亿卢布，用以补贴通过<span>3</span>年期贷款购买价格在<span>35</span>万卢布以下国产车的俄罗斯消费者，由政府来支负<span>3</span>年期车贷利息的<span>2/3</span>。但可惜的是没能拉动市场，据统计，今年前<span>2</span>个月俄罗斯通过购车贷款补贴政策售出的汽车才仅仅<span>8500</span>辆。<span></span></span></p>
<p><span style="FONT-SIZE: 14pt; COLOR: black; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">&nbsp;&nbsp;&nbsp; 不仅俄罗斯本土汽车生产厂家日子难过，就连财大气粗的外国汽车公司在俄&ldquo;工业组装&rdquo;厂也苦不堪言！<span></span></span></p>
<p><span style="FONT-SIZE: 14pt; COLOR: black; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">&nbsp;&nbsp;&nbsp; 前面说到的福特俄罗斯列宁格勒州弗谢沃洛日斯克组装厂，自从<span>2002</span>年<span>7</span>月<span>9</span>日在当地投产以来，截至目前已经在俄罗斯组装了<span>30</span>万辆福特福克斯轿车，但是在今年俄罗斯车市疲软的背景下，生产线一度停产。<span>5</span>月<span>25</span>日到<span>6</span>月<span>5</span>日由于组装的汽车在俄罗斯市场上没有需求而停止了组装。现在又下令从<span>7</span>月<span>1</span>日到<span>7</span>月<span>19</span>日暂时停产，而且<span>7</span>月份将实行每周<span>4</span>天的缩时工作制，从<span>7</span>月<span>25</span>日开始所有的员工将被强制休假两周，甚至不排除从<span>9</span>月份开始到年底长期停产！<span></span></span></p>
<p><span style="FONT-SIZE: 14pt; COLOR: black; FONT-FAMILY: 宋体; mso-font-kerning: 0pt; mso-ansi-language: RU">&nbsp;&nbsp;&nbsp; 而俄罗斯最大的本土汽车生产企业&mdash;&mdash;伏尔加汽车厂，打算从<span>9</span>月份同样开始实行缩时工作制。员工工作时间由原来的每周<span>40</span>小时缩短到每周<span>20</span>小时，只补偿<span>2</span>／<span>3</span>的平均工资。该厂仓库了堆满了未能售出的汽车，如果市场形势不能好转，该厂的大幅裁员将不可避免！<span></span></span></p>
